Principal, Government-as-a-Service

James Cozzolino is an accomplished business executive with over 15 years of experience in government portfolio management and technology solutions. As the Founder of Government-as-a-Service, LLC (Gov-aaS), a consulting firm specializing in guiding organizations through complex government requirements while achieving operational efficiency, James leverages his extensive expertise to deliver impactful results.

 

During his federal tenure, James played a key role as part of the inaugural team in establishing the VA Technology Acquisition Center (TAC) and key strategic enterprise acquisition and Indefinite Duration/Indefinite Quantity (IDIQ) vehicles. He transitioned to the VA Benefits, Appeals, and Memorial portfolio as an IT specialist, where he onboarded VBA’s first enterprise point-SaaS solution.​​

Building on this foundational experience, James spearheaded the expansion of a low code/no code pilot into a $3B+ technology-agnostic product and platform ecosystem. Applying strategic cost containment and business optimization techniques, he ensured that these solutions scaled effectively while capitalizing on economies of scale assuring operational efficiency and fiscal responsibility to proactively manage dynamic budget cycles. Under his leadership, the ecosystem grew to support over 200 SaaS and PaaS solutions, serving more than 10 million end-users. This trajectory highlights James’s ability to lead large-scale transformations, combining his deep expertise in acquisition strategies with a sharp focus on cost control and operational excellence.

 

After leaving federal civilian service, James assumed an executive role at a large business service provider. His strategic business management acumen expanded market reach most notably through securing two award spots on the $60.7B VA Transformation Twenty-One Total Technology Next Generation 2 (T4NG2) IDIQ.
